Westmoreland County has two main adult criminal courts at the same Polk Street courthouse. General District Court decides misdemeanor and traffic cases, conducts arraignments, and holds preliminary hearings on felony charges. Circuit Court handles felonies after certification or indictment, enters felony judgments and sentences, and hears General District appeals again from the start. The Juvenile and Domestic Relations District Court has jurisdiction over juvenile matters and certain adult family or household offenses, but juvenile records are not part of the ordinary adult public search.

The shared address does not create one Westmoreland County court file. Each clerk keeps the record for that court and case number. A felony matter may begin in General District Court, receive a district identifier, and later appear in Circuit Court under a different number. Stages of a Criminal Case
